RiverView Master Plan

A 128-acre master planned development incorporating Class-A office space, residential land uses, enhanced streetscapes and bikeways.

Riverview Master Plan


Adjacent to the San Diego River in the City of Santee, CA, Chris Gustard served as the project manager and landscape architect with his former firm for an approximately 128-acre master planned development. RiverView Master Plan was initiated by Minneapolis-based Ryan Companies in conjunction with the County of San Diego (underlying owner) and the City of Santee that will ultimately incorporate office, recreational, commercial, theater, and residential land uses.


Landscape architecture and planning services for the overall master plan included the development of detailed Design Guidelines that would function to preserve and enhance the desired character of the development and improve the aesthetic and functional quality of new projects. Chris worked directly with City planning staff throughout the project entitlements and was responsible for devising the overall landscape character of the streetscapes throughout the project. He served as the primary designer for large gateway nodes at the project's major intersections.


Numerous large fountains were planned to serve as gateways that define entries into the planned development and are designed with a high level of landscaping, enhanced roadway paving and crosswalks, meandering pedestrian sidewalks and bikeways and a public recreation trail along the river.


Chris worked closely with the project’s civil engineer on the tentative and final mapping of the master plan area, followed by design of the RiverView Office Park and the associated widening or extension of public improvements in Town Center Parkway and RiverView Parkway. At the intersection of these two roadways sits a large multi-tiered fountain featuring bubbling basalt columns and has become a popular photo op location for residents, university students and visitors.
